I spend a lot of time watching my birds and knowing there every characteristic. Yes, it is a show of dominance...but I have noticed it is also when they get excited..it can be an arousal thing, another cock near by, or just plain excited or feeling good. I have seen my cocks do it when a hen gets close, when there hen gets close, when a cock gets close and when they just finish eating and it is a nice sunny day..they feel good. I really notice it from the breeders when the kit is flying...they will look up in the sky and do the wing lift thing and strut around. I also think when your birds are healthy and happy! They will lift ther wings strut a little and then start cooing or do nothing. I have just noticed the wing raise reaction in those situations...just my two cents

I have also had young cocks do it and not so dominate cocks do it.
