The coffee cup wormer will not do anything to help keep the water from freezing. It just will not be able to keep up with the freezing weather we've been having. The light bulb is better to keep it from freezing. Foy's sell other wormer that is operated with electricity and has a thermostat. It will kick when the tempreture of the water dips below 38 degrees. Check it out.
I personally don't use any wormers currently. I just change the water container while I am feeding them with a clean worm water container. I use the waterer for cats, the one that you flip upsidedown after filling. I have two of them and keep altrenating each day when I change the water. The birds drink after they eat, and since the weather is sooooo cold, they consume less water. Therefore, giving them water after they eat is sufficient. We have been having 10 below weather at night and in the teens during the day and the birds not effected.

Jay, 100W light bulb seems to be doing the job ok so far. We did not get extreme cold yet...kind of mild winter season this year and hoping to stay the way it is...if it will get below 15 then I may be switching water container when I feed birds...how is hawks problem there? In my area there seem to be tooo many this year...

The hawks are still a problem. The birds are still in lock down. I still have one hawk to deal with.

jay i have the solution to your hawk problem. get yourself a falconers permit and a prarie falcon. they are very teratorial and will chace the hawks away and then put your falcon in the mews and fly your rollers work wonders. make friend with the enemy and play in their field. chris

Bullfrog, Your idea is well noted. How about a pet Crow. Would that work!! I will deal with the illusive hawk in due time.
