Let me see if I can answer this one for you. It is never illegal to cull a bird in any state in the US, except if was under protection because it is endangered. But it is a waste if you cull it just because. If you can not eat it, then find someone who can and make a use of it rather than just waste it..Hope this will help..Thanks
