Can I mix the Wazine wormer with water and put it in a spray bottle then spray my birds to get rid of feather lice and othe external parasites? Or do the wormers have to be consumed by the birds?

Game, a good spray for feather lice is BRONCO.
Any feed store should sell it, it smells like citronealla and work excellent for lice. I believe it is a horse product used to repel flies, which it works good at as well.
One gallon jugs are around $20 and quart spray bottles are around 4 bucks or so.

5% seven dust, from a shaker can. Won't hurt the birds. But wear a mask while you dust them.
