Chicken man Anthony from South Carolina????? Anyway, to answer your question, this has been discussed among flyers as an important issue for a long time. One of Juan Navarro's items on his agenda as president, before the crap hit the fan for his term in office, was the training and certification of judges. Well, that didn't work out, of course.........The problem, now, is that there are so few judges available, that nobody wants to erect any more barriers that might omit any of them.
